 In order to allow young drivers time to gain experience, New York State requires young people under the age of 18 to progress through the phases of the State's Graduated Driver License Law (GDL). The GDL allows drivers in this at-risk age group to gain experience and gradually display their safe driving ability.

1.       A New York Learner Permit with a photo.  Interim permits are NOT allowed. 

2.       The original 5-hour Course Certificate (MV-278), OR the original High School Certificate of Completion (MV-285).  No photo copies! 

3.       If you are 16 or 17 years old, you must have the MV-262 form, Certification of 50 Hours Supervised Driving, Parent/ Guardian signature required. NOTHING IS REQUIRED IN THE BOXES BELOW THE PARENTAL SIGNATURE. Download  MV-262

IF ANY OF THE ABOVE DOCUMENTATION IS MISSING, THE DEPT. OF MOTOR VEHICLES WILL NOT GIVE YOU THE ROAD EXAM.  YOU WILL HAVE TO RESCHEDULE IN 3-6 WEEKS, AND WILL BE CHARGED IN FULL.
